Competing agendas in the organization


In most Japanese companies, there is a division of responsibility regarding patents. The R&D departments and the product business units decide on whether to hold or dispose of a patent. The intellectual property department must then decide the best way to implement that decision. Often these departments face differing agendas and timetables.
